Phellem is multilayered

One or two layers of phelloderm

The phellogen activity is directed primarily towards the phellem production, as illustrated here for basswood (Tilia glabra) stem. There are five to seven layers of phellem, but only two layers of phelloderm. Phelloderm cells expand radially little in comparison with phellogen.
